Initially estimated to cost €5.5 billion, the project’s price tag grew to €7.4 billion by the time Denmark and Germany signed the treaty to commence construction. Denmark will finance the tunnel through toll collection, while Germany will contribute €800 million to connect it to its motorway network.

The tunnel will replace the popular ferry service between Rødby and Puttgarden known as the Vogelfluglinie in German and Fugleflugtslinjen in Danish. The completion of the Fehmarn Belt tunnel is expected in 2029.

The central element of the southern branch is the combined structure within the Ettlinger Tor station, serving as the underground junction with the Kriegsstrasse tunnel. The two axes are connected by a track triangle beneath Marktplatz, linking the Marktplatz and Lammstrasse stations. Three ramps connect the underground tracks to the existing above-ground network.

Apart from the construction work, the project’s overall management includes coordinating various modes of transportation, such as track reconstruction, private vehicles, pedestrian traffic, and rail traffic. It also encompasses aspects of tunnel construction, sewer, and pipeline work.

Olaf Scholz came to power promising to alleviate Germany’s housing shortage by building 400,000 homes every year.

But nearly halfway through his term, the chancellor’s failure to reach that goal weighs heavily on millions of Germans struggling with high inflation, unemployment and rising rents.

Just 295,300 dwellings were built in Germany in 2022, well short of the chancellor’s target. Industry executives expect the numbers for this year and next to be even lower — bad news in a country that is facing a shortage of 700,000 homes, according to the German Property Federation.

“The outlook for 2024-25 is catastrophic,” said Dirk Salewski, head of BFW, the German association of independent real estate and housing companies. “We are seeing a massive slump in demand for new developments.”

The industry is facing a perfect storm as interest rates and energy prices climb sharply, supply chain disruptions push up the cost of building materials and an acute shortage of skilled workers plays havoc with construction schedules.

The situation could deteriorate still. Building contractors have reported a sharp decline in orders — an alarming sign in a sector with long lead times. FIEC, Europe’s construction industry federation, said they fell 9.7 per cent in real terms in 2022, compared with the year before.

“Right now, building firms have full order books stretching into next year,” said Tim-Oliver Müller, head of HDB, the German construction industry association. “But there are no new orders coming in. And that is very worrying.”

The downturn could exacerbate an already overheated housing market where demand vastly outstrips supply. Empirica Regio, a research firm, has identified a “supply gap” of 23,177 dwellings in Berlin, 13,632 in Hamburg and 10,577 in Munich. In all three cities, rents are exploding.

Many contractors blame the government for the slowdown, saying it is imposing ever more burdensome environmental rules on developers, including a ban on new oil and gas-fired boilers , due to be adopted this year. They also criticise its decision last year to halt targeted support for new energy-efficient buildings.

The government insists it is taking steps to help the industry. It has launched a €2bn subsidy programme for “climate-friendly” construction, including €350mn a year in cheap loans for families on low incomes seeking to buy their own home. It is also providing €14.5bn in financial support for the building of social housing by 2026.

But experts say the subsidies — especially the cheap loans — will have little effect. “You only qualify if your house meets the highest energy-efficiency standards, and such houses are 20 per cent more expensive to build,” said Salewski. “How can people afford that?”

The upshot of the slowdown is clear, said Franz-Bernd Große-Wilde, chief executive of Spar- und Bauverein Dortmund, one of Germany’s oldest housing co-operatives. Decisions made today to shelve projects risk creating a substantial housing “gap” in two to three years. “It’s just going to become much harder for people to find a flat,” he said.

Established in 1893 to provide affordable housing for Dortmund’s industrial workers, the Spar- und Bauverein exemplifies the wider trend. For the first time in nearly 20 years, it has scrapped plans to build apartments.

“We’re taking a break from new projects,” said Große-Wilde. “With costs rising and fewer government grants on offer, you get less for every euro you invest.” 

He said the company wouldn’t launch any more developments until all the others in planning have been executed. “That’s unusual compared to our approach over the last 15-20 years,” he said. Reflecting the move, its annual investment budget is to fall by €10mn to €40mn.

The company’s approach is typical for much of the industry. Investment in residential construction fell by 8.5 per cent to €9bn last year compared with 2021, while the number of building permits for new dwellings dropped by 27.3 per cent in the first four months of 2023, compared with the same period last year.

Residential completions are expected to fall from 295,300 in 2022 to 242,000 in 2023 and 214,000 in 2024, according to the GdW, a trade body representing housing associations. That compares with an annual average of 405,000 between 1950 and 2022.

Germany is not the only European country experiencing such headwinds. Building investment is expected to drop by 5 per cent in Spain and 5.7 per cent in Italy this year, according to FIEC. And France experienced a 15 per cent decline in housing starts and a 30 per cent fall in permits for new housing in the first four months of this year compared with the same period in 2022.

But the chill the sector is experiencing is particularly worrying in Germany, where the construction industry employs 2.5mn people, received €476bn in investment in 2022 and is a big driver of economic growth.

Concern about the state of the sector intensified in January when Vonovia , Germany’s largest property company, announced it was putting all its new building projects on ice. 

Daniel Riedl, a member of Vonovia’s executive board, said it would have to charge rent of €20 a square metre in any new buildings to cover current construction costs of €5,000 a sq m — compared with €12 a sq m a couple of years ago. Yet such rents would, he added, be “completely unrealistic” for large parts of Germany, where the average rent is €7.5 a sq m.

Smaller companies, such as the BGFG building co-operative in Hamburg, are also slowing down their activities. It has shelved plans to construct 140 dwellings, the last stage of a large residential development on the Elbe River, south-east of Hamburg centre.

Peter Kay, BGFG’s chief executive, said the problem was not just higher material costs, but the fact that some materials had disappeared from the market completely. BGFG used to make its windows from Siberian larch, which has been banned under anti-Russia sanctions. “The alternative is oak and that is a lot more expensive,” he said.

Salewski of the BFW said the figure for completions last year was a “success” considering the effect of the war in Ukraine and its impact on supply chains. “The short- to medium-term outlook is a lot worse than the results for 2022.”

After performing relatively well in 2021, the German construction industry has faced severe headwinds since early 2022. Output contracted across all main subsectors in 2022, and this deterioration continues in 2023. Ongoing supply chain issues, high prices for energy and raw materials and increased interest rates weigh on the industry. Lack of skilled labour force is an issue, and higher wage costs additionally weigh on builders´ financials.

Increased costs of financing construction projects has led to postponements of projects or cancellation of orders. While the Federal Government has set itself the goal of constructing 400,000 new dwellings every year, this target has been missed by a long way in 2022, and the same is expected this year. Higher interest rates and inflation make property purchases by households harder. We expect residential construction output to contract by 3.5% in 2023. Builders find it difficult to pass on price increases to customers unless escalation clauses are part of the contracts, which is often not the case (meanwhile builders try to negotiate price clauses for new projects).

Due to all the issues, profit margins of construction businesses have started to deteriorate, and this negative trend will continue in the coming months. Payments in the industry take 30-60 days on average, and the payment behaviour was good in 2021 and early 2022. However, since then both payment delays and insolvencies have started to increase. According to the German statistics office, construction business failures increased 10% year-on-year in the period January-October 2022, compared to a 2% increase across all industries. We expect the deterioration to continue in 2023, with construction insolvencies increasing by 25%-30% year-on-year in 2023. Small and medium-sized businesses are most at risk (in the German construction sectors 85% of companies have only 20 employees or less).

Due to the deteriorating credit risk situation and business performance of the industry, we have downgraded our sector assessment from “Fair” to “Poor” by the end of 2022. We expect the sector to rebound in 2024, growing by more than 3.5%. Shortage in housing facilities and a big necessity for infrastructure investment should support construction activity in the years to come.

Join us on a journey through a few of the projects that DB E&C is working on in the heart of Germany.

Frankfurt am Main: making a hub fit for the future

The list of construction projects in the major transport hub of Frankfurt is long. Deutsche Bahn  (DB AG) is working on extensive modernization projects all around the city, including Frankfurt Central station , Frankfurt-Süd   and the Deutschherrn Bridge , which is protected as a historic monument. And all this for good reason: The hub is one of the main arteries in the European rail network, with 450,000 travelers passing through each day. DB AG is strengthening the infrastructure throughout the region to ensure that stations, tracks and switches will be able to meet current and future needs.

At Frankfurt Central, work to gradually increase capacity and space out traffic has been under way since the end of 2021, including removing and renewing the switches in the station apron and separating traffic flows at the station. Trains are being routed through the station based on the direction of travel, reducing crossing conflicts and helping trains to run on time. The platforms are also being extended so that more passengers can make their connections easily. Since regional traffic will be bundled on the north side of the station during the redesign work, DB AG is expanding track 25, which has not been used for traffic in recent years. A new center platform for track 24 and a new platform roof are being built, and new switch connections and technical equipment are being installed. The site of the former maintenance depot 1, southwest of Frankfurt Central, will be redeveloped into a large open space. At around 20,000 m2, the space will be used for setting up construction sites, among other things.

Connections are also being optimized at Frankfurt-Süd station. For this purpose, a branch line is being built at the Schlachthof grade separation structure, the switch connections at the west and east ends of the station are being optimized, and incoming and outgoing trains are being grouped based on direction. We have also been commissioned by DB Netz  to study how to increase space between existing track centers at the Deutschherrn Bridge, which crosses the Main River in Frankfurt’s Sachsenhausen district. DB E&C’s responsibilities in all of these projects have included project design  on lines and transport facilities and creation of as-built models , geotechnical investigations  and environmental analyses . We have also developed solutions for recycling, remediation and disposal  for the demolition of the former maintenance depot. The upgrades are part of the joint FrankfurtRheinMainplus project of  the State of Hesse, the City of Frankfurt am Main, the Rhine-Main Transit Authority and Deutsche Bahn.

A station for the new airport terminal

Frankfurt Airport is one of the largest airports in Europe, with more than 70 million air travelers a year. A third terminal is scheduled to open in 2025, and passenger volume is expected to grow to 86 million by 2030 – which will have an impact on rail traffic. Estimates have some 95,000 additional passengers traveling each workday, two-thirds of them by rail. That is why the new terminal will have its own regional train station. Four kilometers of new line will be built by 2030. DB E&C is handling design work for  the entire project, which includes the technical equitment of the line and the station area, control-command and signaling systems , overhead line systems and environmental planning .

Traveling at high speed on the Riedbahn

Construction of the new Frankfurt-Mannheim corridor, known as the Riedbahn ,  will close a gap in the European rail network in the coming years. Expansion of the high-speed network, which will also include construction of several computer-based rail signaling systems, will make passenger transport more efficient during the day and strengthen freight transport at night. DB E&C’s role in the project is to provide design services   for control-command and signaling  systems and overhead line equipment.

Half a billion euros for Rhineland-Palatinate and Saarland

Record funding for Strong Rail : The federal and state governments are investing EUR 650 million in upgrading the rail networks in Rhineland-Palatinate and Saarland alone. DB is modernizing 100 kilometers of line, 115 switches, eleven bridges and 75 stations in the two states. It will recruit 130 new engineers and skilled workers for upgrades and maintenance. New rail lines are being built, and the infrastructure destroyed by flooding in the summer of 2021 is being restored at full speed. All of this work is essential because the future lies on the rails – and we at DB E&C are playing our part every day.

17 may 2023 building permits issued for dwellings in march 2023: -29.6% on the same month a year earlier.

In March 2023, the construction of 24,500 dwellings was permitted in Germany. The Federal Statistical Office ( Destatis ) reports that this was a decrease of 10,300 building permits, or 29.6%, compared with March 2022. Since May 2022, the number of permits issued for new dwellings has therefore been lower than in the same month a year earlier, with the year-on-year decline exceeding 10% since October 2022 and even surpassing 20% since January 2023. A higher year-on-year decline than that in March 2023 was last recorded in March 2007 (-46.5% on March 2006). From January to March 2023, a total of 68,700 building permits for dwellings were issued, which was a drop of 25.7% compared with the same period a year earlier (January to March 2022: 92,500 building permits). It is likely that the high costs of building material and worsening financing conditions are still the main contributors to the decline in building projects. The results include building permits for both dwellings in new buildings and new dwellings in existing buildings.

Implementing the eu enterprise concept in structural business statistics from reference year 2018.

Results concerning enterprises in structural business statistics are based on the common EU enterprise definition - as specified by the EU Regulation on statistical units - for the first time for reference year 2018. In addition, results are still published for the unit of presentation that was used until reference year 2017. In the past, it was referred to as the enterprise though, in the sense of the EU Regulation on statistical units, it was a legal unit. German construction sector faces major slump in 2024

Germany's building industry is in crisis, according to two research institutes. The downward trend comes on the heels of a more than decadelong boom.

Germany's construction sector has little to look forward to this year, with spending falling for the first time since the financial crisis in 2009, two prominent research institutes said on Wednesday.

The current crisis comes after the property sector experienced a yearslong boom driven by low interest rates and strong demand.

Rates and costs have now risen, leading to the cancelation of deals and difficulties in receiving bank financing. The problems have pushed a number of developers into insolvency.

What did the institutes say?

According to a study by the DIW institute to be published Wednesday, construction volume will shrink by 3.5% to €546 billion ($597.38 billion) in 2024.

It will then recover slightly with a 0.5% increase in 2025, DIW said.

A separate study by the Ifo institute showed sentiment in residential construction at its lowest level since Ifo began recording such trends in 1991, dropping more than two points from November to reach -56.8 points in December.

The head of surveys at Ifo, Klaus Wohlrabe, called the outlook for 2024 "bleak."

He said 22.1% of construction firms included in the study had spoken of canceled projects, compared with 21.5% in November, while 56.9% complained of having too few commissions.

The author of the DIW study, Laura Pagenhardt, said the government needed to provide more guarantees over funding programs.

"To get the construction industry moving again, it is very important for politicians to remove any uncertainty about subsidies as quickly as possible," she said.

"That especially includes subsidies for energy-efficient building renovations but also for the construction of new housing," she said.
