Japan’s long-suffering stock market is back. This boom may have ‘staying power’

Japan’s stock market has waited more than three decades for its moment in the sun.
The country’s major stock indexes are trading at highs not seen since 1990, when its infamous asset bubble of the late 1980s was just deflating.
So far this year, the benchmark Topix has jumped almost 14%, and the Nikkei 225 (N225) , which tracks Japan’s blue-chip companies, has leapt nearly 17%. The indexes have outpaced the United States’ S&P 500 and Europe’s Stoxx 600 benchmark indexes, which have both risen 8% in that time.
“In my 33 years in the market, things do seem probably more positive now than they’ve seemed at any time in that whole period,” said Jeffrey Atherton, an investment manager at Man GLG, a subsidiary of hedge fund giant Man Group. “It’s not based on hype.”
Investors say Japanese stocks have benefited from relatively cheap valuations, a long-awaited return of inflation , and a weakening currency.
An endorsement by Warren Buffett probably didn’t hurt either — the legendary investor told Japanese publication Nikkei in April that his flagship investment firm, Berkshire Hathaway, planned to increase its holdings in five Japanese companies.
Foreign investors bought $15.6 billion worth of Japanese stocks last month, the highest monthly amount since October 2017, according to the Japan Exchange Group.
For years, investors have hoped modest rallies in Japanese stocks would translate into a sustained market revival for the world’s third-largest economy, which is also home to a raft of household-name electronics companies and carmakers, like Sony (SNE) and Toyota (TM) . But they never did.
But this time, investors tell CNN, really is different.
Change from the top
Japanese stocks have received their biggest bump from an overhaul of corporate governance rules that has compelled company executives to improve shareholder returns. JPMorgan analysts said last week that the “structural change” taking root in Japan could give the current market rally “staying power.”
Earlier this year, the Tokyo Stock Exchange began telling companies to pay more attention to their stock price. It urged them to come up with plans to boost their price-to-book (PTB) ratios — that is, the firm’s share price relative to its net assets.
Half of companies listed on the Tokyo Stock Exchange trade at a PTB ratio of less than one, according to Man Group data from February, compared with just 3% of firms on the S&P 500.
A low ratio means the stock is a bargain. The problem is that at least half of Japan’s companies have been stuck trading at a ratio of below one for most of the past 20 years. As a result, there has been little incentive for investors to buy the stocks if they don’t believe they can sell them at a higher price later on.

“There’s long been a lot of undervalued companies in Japan,” Atherton noted. “We take it for granted in the US and Europe that corporate management is trying to maximize the share price, but that’s by no means been the case in Japan for the last 30-odd years.”
That may now be changing.
Companies tracked by the Nikkei index paid out record dividends in 2022. At the same time, a spate of share buybacks has helped swell stock prices.
Japanese firms bought back 9.7 trillion Japanese yen ($7 billion) worth of their own stock in the fiscal year ending March 2022, according to Frank Benzimra, head of Asia equity strategy at Societe Generale. That’s the most since he started tracking the data 24 years ago.
For the 2023 fiscal year, share buybacks have totaled around 8.6 trillion Japanese yen ($6.2 billion). That number could rise because a few companies are still to report their earnings.
Inflation is back
A recent spate of encouraging economic data in Japan has lifted investors’ spirits, while a weakening currency has made the country’s exports more competitive.
What central banks in other major economies have been fighting over the past year — soaring inflation — has been welcomed by Japan’s policymakers.
Following decades of deflation, the country’s consumer prices rose in January at the fastest annual pace in 41 years . Inflation has since slowed down a little, but remains well above the Bank of Japan’s 2% target.
Still, the central bank has kept its main interest rate below zero while its counterparts in the United States, United Kingdom and the European Union have jacked up borrowing costs at a record clip to keep prices in check.
“[Japan] is an economy where policymakers have been beating on the inflation beehive for decades, hoping the bees would come out,” Jack Ablin, chief investment officer and founding partner of Chicago-based Cresset Capital Management, told CNN. “And now it appears, finally, they’re getting the inflation.”
That difference in monetary policies has driven down the value of the Japanese yen against most other major currencies. The currency has fallen almost 9% from a year ago to trade at 139 to the US dollar — “table-poundingly cheap,” according to Ablin. A weaker currency makes the country’s exports relatively cheaper on the world market, a particular boon for a major exporting nation like Japan.
Japan’s improving economic fortunes have also made its companies more attractive.
Gross domestic product grew 0.4% in the first quarter this year compared with the last three months of 2022, beating analysts’ expectations of a 0.1% bump.
Activity in Japan’s private sector also grew in May at the fastest pace since late 2013, according to preliminary PMI data from au Jibun Bank, a Japanese lender, compiled by S&P Global Market Intelligence.
Challenges ahead
Japan’s economy still faces some enormous hurdles. It has a rapidly aging population — almost one-third of its people are over the age of 65 — and a shrinking labor force, not helped by the government’s restrictive stance on immigration.
More immediately, the country’s market rally could stall if the US Federal Reserve decides to put a brake on its rate hike cycle, says Eddie Cheng, head of international portfolio management at Allspring Global Investments.
“We have already seen US kind of getting into the peak of their hiking cycle,” he said, adding that if central banks began to cut rates, the value of their currencies would fall, meaning the Japanese yen would be “no longer cheap” by comparison.

UAE releases Lebanese detainees after death in custody raised allegations of mistreatment
BEIRUT (AP) — A group of Lebanese citizens detained in the United Arab Emirates have been released, Lebanon’s foreign ministry said Saturday.
Lebanon’s ambassador to the UAE notified the ministry of the release of 10 Lebanese detainees who had been arrested there about two months ago, the ministry said in a statement.
The release comes after the death earlier this month of a Lebanese man who was detained in the UAE on unknown charges. A committee of family members of Lebanese citizens detained in the UAE alleged in a statement that Ghazi Ezzedine, 55, had died under torture, and rights groups raised concerns about the Emirati government’s lack of transparency regarding Ezzedine’s case and the linked detentions.
Emirati authorities have not commented on the case or on the release of the other detainees.
Afif Shouman, head of a group of Lebanese families with relatives detained in the Gulf country, said seven Lebanese citizens remain detained in the UAE, none of whom have been convicted of a crime, and called for their release.

UAE authorities have detained dozens of Lebanese, mostly Shiites, in the past over alleged links to the Iran-backed Lebanese militant group Hezbollah . The UAE, like other Gulf Cooperation Council members, considers Hezbollah a terrorist organization.
In 2019, the UAE sentenced one Lebanese national to life in prison and two to ten years in prison on charges of links to Hezbollah.

US to give away free lighthouses as GPS makes them unnecessary
Program aims to preserve the properties, most of which are more than a century old, to anyone willing to preserve them
Ten lighthouses that for generations have stood like sentinels along America’s shorelines protecting mariners from peril and guiding them to safety are being given away at no cost or sold at auction by the federal government.
The aim of the program run by the General Services Administration is to preserve the properties, most of which are more than a century old.
The development of modern technology, including GPS , means lighthouses are no longer essential for navigation, said John Kelly of the GSA’s office of real property disposition. And while the Coast Guard often maintains aids to navigation at or near lighthouses, the structures themselves are often no longer mission critical.
Yet the public remains fascinated by the evocative beacons, which are popular tourist attractions, beloved local landmarks and the subject of countless photographers and artists, standing lonely but strong against tides and storms, day and night and flashing life-saving beams of light whatever the weather.

“People really appreciate the heroic role of the solitary lighthouse keeper,” he said, explaining their allure. “They were really the instruments to provide safe passage into some of these perilous harbors which afforded communities great opportunities for commerce, and they’re often located in prominent locations that offer breathtaking views.”
The GSA has been transferring ownership of lighthouses since Congress passed the National Historic Lighthouse Preservation Act in 2000. About 150 lighthouses have been transferred, 80 or so given away and another 70 auctioned, raising more than $10m.
This year, six lighthouses are being offered at no cost to federal, state or local government agencies, non-profits, educational organizations or other entities that are willing to maintain and preserve them and make them publicly available for educational, recreational or cultural purposes.
They include the 34ft-tall Plymouth/Gurnet Light in Massachusetts . The octagonal wooden structure dates to 1842, although a lighthouse has been at the site since 1768. A previous beacon at the site was staffed by America’s first female lighthouse keeper.
Kelly’s personal favorite is Warwick Neck Light, in Warwick, Rhode Island. The 51ft-tall lighthouse that dates to 1827 was an important navigation tool for mariners making their way to Providence.

“Warwick Neck is really at quite a prominent location up on a cliff overlooking Narragansett Bay,” he said. “That’s probably one that I would say that has a real ‘Wow’ factor when you get out and look at it.”
The other lighthouses being offered at no cost are Lynde Point lighthouse in Old Saybrook, Connecticut, Nobska lighthouse in Falmouth, Massachusetts, Little Mark Island and Monument in Harpswell, Maine, and Erie Harbor North Pier lighthouse in Pennsylvania.
“Some are already maintained by non-profits, and those agencies will have the opportunity to apply to continue doing do,” Kelly said.
If a new owner is not found, the lighthouse is offered for competitive bidding at auction.

The four lighthouses being sold at auction include Cleveland Harbor West Pierhead light, Ohio, a 50ft steel tower dating to 1911 that is only accessible by boat but has spectacular views of the city skyline.
The others are Penfield Reef lighthouse in Fairfield, Connecticut, Stratford Shoal light in the middle of Long Island Sound between New York and Connecticut, and Keweenaw Waterway Lower Entrance light in Chassell, Michigan.
Some past lighthouse sales have ended up with them converted into private residences.

Video shows tanker, school bus collision in South Carolina that left 17 kids hospitalized
GILBERT, S.C. — A school bus collided with a tanker truck Thursday in South Carolina, sending at least 18 people, mostly children, to the hospital, authorities said.
The bus was carrying 36 passengers when it collided with the tanker at about 4 p.m. at an intersection near Gilbert in Lexington County, according to the South Carolina Highway Patrol.
At least 17 children and one adult were taken to Lexington Medical Center for treatment, the hospital told WIS-TV.
All of the patients were evaluated and released, hospital spokesperson Jennifer Wilson told The Associated Press by telephone on Friday.
There was no immediate information on their conditions or the cause of the crash.
The bus passengers were from Gilbert Middle School and Gilbert High schools.
Gilbert is about 30 miles southwest of South Carolina's capital of Columbia.

Gilbert Arenas figured it was an old video. There was no way, he thought, Ja Morant could have done the same thing so soon after his mea culpa. Not with all that was at stake.
“ Once I realized it was a new one, there was nothing else to say,” Arenas, the former Washington Wizards star, said, adding: “The fact that you keep wanting to do the things you’re doing, then you must want to see how invincible you think you are.”
Morant, a 23-year-old Memphis Grizzlies guard, is facing criticism for the second time in just over two months for a social media video that appeared to show him playfully but recklessly waving around a gun in public. The N.B.A. verified the first video , in March, but is still investigating the second , which went viral last weekend. Morant apologized Tuesday .
Arenas, 41, can relate to Morant’s turmoil better than almost anyone. In the 2009-10 season, the N.B.A. suspended him for 50 games for bringing guns into his team’s locker room and mocking the situation by making finger gun gestures at a game while the league was still investigating. Arenas, who had made three All-Star teams by then, said he got in trouble in a space where he felt comfortable — perhaps too comfortable.
“It’s different for me because I am not getting in trouble in my everyday life,” Arenas said. “I’m getting in trouble at my workplace. The invisible cloud that I thought I had was removed.”
Morant’s trouble has played out on social media, where he has millions of followers, and with much more at stake for his career and for the N.B.A. His otherworldly athleticism has made him a nightly highlight reel with legions of fans who have made his jersey one of the league’s best sellers . Morant released his first signature shoe with Nike this year, and was leading a new advertising campaign for Powerade. He was poised to be one of the young stars the N.B.A. relies on to carry the league forward after LeBron James and Stephen Curry retire. Now all of that is in jeopardy.

N.B.A. Commissioner Adam Silver suspended Morant for eight games after the first video, and said in an interview on ESPN on Tuesday that he was “shocked” when he saw the second. It’s unclear whether Morant broke any laws, but Silver, as he did in March, can suspend him for conduct deemed detrimental to the league. The Grizzlies, who were eliminated from the playoffs last month, have suspended Morant from team activities indefinitely.
“He’s not only done a disservice to himself, but to the franchise,” said Larry Parnell, the director of the strategic public relations program at George Washington University. “And I think people take that more personally than they do politicians or actors who misbehave.”
He explained why: “If you’re a celebrity and you make movies and I don’t like what you’re doing, I’m not emotionally attached to your movie, but I’m emotionally attached to the Celtics. I’m emotionally attached to the Grizzlies.”
Arenas said that his situation contrasted with Morant’s because he was more aware that he was a public figure and acted accordingly, such as by not wearing flashy jewelry in public to avoid being robbed. “I understood I am not normal,” Arenas said.
Nevertheless, Arenas’s gun incident overshadowed the rest of his N.B.A. career, which lasted only two more seasons, in part because of injuries. He was seen as immature.
“I think it affected — I don’t even want to say legacy — my name,” said Arenas, who co-hosts the “Gil’s Arena” show for Underdog Fantasy. “It affected it really bad. I said it back then, where the most disappointing part of it all is I did 100 things right. I did one wrong thing and that’s all everyone remembers. That’s what really hurts you the most .”
There have been other cautionary tales about star athletes and guns. Plaxico Burress accidentally shot himself in 2008 at a nightclub in Manhattan less than year after catching the game-winning touchdown for the Giants in the Super Bowl. He spent nearly two years in prison , and his career never recovered. In March, he was asked about Morant in an interview on “ The Carton Show .”
“If I was speaking to him, it would just be, ‘If you can’t learn anything, learn from me,’” Burress said. “Just make better decisions because you really don’t want for him to have that label moving forward, being that he’s so young. He has the opportunity to be the face of the N.B.A. He’s that great of a player and you want to continue to see him, you know, mature as a person as his game is getting better.”
Negative reputations can be hard to shake, and the reactions to Morant’s behavior have been mixed. JJ Redick, the ESPN analyst and former N.B.A. player, has argued, like many others, that Morant shouldn’t face harsh punishment if he hasn’t broken the law. Charles Barkley, the TNT analyst and former N.B.A. player, has teed off on Morant, saying that the rules are different for public figures. Nike did not respond to a request for comment, but Morant’s shoes no longer come up in searches for his name at nike.com. A spokesperson for Powerade said the company had “no update” about Morant’s contract.
Arenas lost his shoe deal with Adidas because of his gun incident. He also pleaded guilty to one count of felony gun possession and was sentenced to 30 days in a halfway house. That was more than a decade ago, but Arenas has become the go-to voice when athletes are in trouble. Still, in November, the Wizards honored him with a framed jersey at halftime of a game on “Throwback Night.”
“We all throw out the word: ‘Be accountable for your actions,’” Arenas said. “But do we actually allow that person to really be accountable? When we see: ‘OK, he never touched a gun ever again. He’s never showed that same behavior to want to be around guns. Never looked at a gun.’ Why would you keep reminding the world that that’s what he did?
“We want the person to change their behavior, but we don’t want to accept it when they do.”
