Microsoft Project for the web in the Government Community Cloud (GCC)

As Microsoft continues its relentless path to innovation, the Government Community Cloud (GCC) was a logical next step for bringing Project for the webā€™s next generation functionality to government clients in the United States.

The GCC is a special secure cloud for US governmental entities like federal, state, and local governments, and Microsoft now provides a rich and complete platform for PPM with:

Microsoft Project to manage the work

Microsoft teams for collaboration, microsoft power platform for ppm and reporting.

ā€œThe combination of Microsoft Project for the web, Teams and the Power Platform delivers to GCC clients adaptive project management and strategic portfolio management to align, optimize, and track work in the organization.ā€

– Jan Adams, Enterprise Portfolio Management Specialist ā€“ Microsoft Federal.

Recorded Webinar: Project for the web in the Government Community Cloud (GCC)

Microsoft Project for the web is a direct descendant of Project Online and is delivered in an intuitive, simple-to-use interface.

To start with, there are three different ways to view and interact with tasks:Ā  The ā€˜Gridā€™, ā€˜Boardā€™ and ā€˜Timelineā€™ views.

Timeline View

At a task level, you can capture a great deal of information about the work, including:

  • Parent task
  • Start & Finish dates
  • Duration & % Complete
  • Effort (complete, remaining, total)
  • Custom fields
  • Dependencies
  • Attachments
  • Conversation about the task (if used in MS Teams)

The ā€˜Peopleā€™ view makes it easy to see how much work each team member has, either in hours or by count of tasks.Ā  Itā€™s easy to reassign work by dragging a task over to someone else. And the filter is particularly useful here.Ā  For example, if we want to see all the tasks with a priority of ā€˜Urgentā€™ and ā€˜Importantā€™ or all the tasks with a certain label. Ā

Not only is Microsoft Project for the web easy to use, but the setup is always very straightforward.Ā  As a project manager, you can simply select an existing group of people already working together to establish the team.Ā  Thatā€™s done by choosing a Microsoft 365 Group (you can also create a new one), and that will grant access to the right people to participate in the project.Ā  It also puts the infrastructure in place; that means a SharePoint Document library, OneNote, shared mailbox and calendar, essentially allowing the members of the group to collaborate and share information. Ā

While Project for the web does a fine job of organizing and managing the tasks of the project, when combined with Microsoft Teams, it only gets better! Ā

When used inside of Microsoft Teams, Project for the web gets additional capabilities. Ā In Teams, the projects can be organized into Programs and Portfolios, where each project gets a dedicated channel for collaboration.

Blog & Video: Project Management in Microsoft Teams

In MS Teams, the core Project for the web functionality is the same, but now each project gets a dedicated channel for collaboration, including ā€˜Postsā€™ for communication with the team, ā€˜Filesā€™ to manage the documents, and ā€˜OneNoteā€™ for meeting minutes, vendor conversations and more.

With a native app in Microsoft Teams (or URL link to the project), all the tasks show up here too, and team members can collaborate exactly the way they would in Project for the web directly.

The project team can also host the automated status report for the project on a tab in the project channel.

Everything weā€™ve looked at so far is standard functionality from Microsoft Project for the web and then organized inside of Microsoft Teams.Ā  This combination really enables collaboration around the tasks of a project.Ā  Itā€™s very powerful, and you can do this today in your O365 tenant.

Of course, most organizations want to do more than just manage the tasks, and thatā€™s where the Power Platform completes the picture and provides the additional advanced PPM capabilities and reporting.

Since Project for the web is natively integrated into Office 365 and the Power Platform, there are some very good options to add more advanced PPM capabilities around the projects.

Beyond the project capabilities, the Power Platform also enables organizations to tackle disciplines like ā€˜Intakeā€™, ā€˜Resource Managementā€™, ā€˜Program & Portfolio Managementā€™ and ā€˜Strategyā€™.Ā  Over the years, Sensei has worked with hundreds of organizations, both commercial and government, to infuse industry standards and best practices into ā€˜Adaptive Project Managementā€™ and ā€˜Strategic Portfolio Managementā€™ initiatives.Ā  In the process, we have developed a turn-key solution, Sensei IQ , to get organizations started in a fraction of the time it would otherwise take (the classic ā€˜buy vs. buildā€™ decision).

Below are just a few examples of the power of the ā€˜Platform for PPMā€™ and some advanced capabilities and reporting.

Project Management

At a project level, the most common needs our clients have are for ā€˜Governance workflowsā€™, ā€˜Key Datesā€™, ā€˜Deliverablesā€™, ā€˜Status Updatesā€™, ā€˜Issuesā€™, ā€˜Risksā€™, ā€˜Decisionsā€™, ā€˜Change Requestsā€™ and ā€˜Lessons Learnedā€™.

More and more organizations are proactively managing the intake of new work.Ā  That means evaluating all proposals against strategic priorities and resource availability.Ā  With a formal governance process in place (using the Dynamics Process Flow), proposals are funneled through a formal evaluation and only staffed upon all the required approvals and an assessment of staffing.

Resource Management

In addition to staffing plans at intake, project managers can formally request resources for their projects.Ā  These requests are reviewed by line managers who then allocate their people to projects and subsequently monitor any variances.Ā  This helps to minimize overallocation and improves on-time delivery of projects.Ā  Organizations that want to capitalize labor or otherwise track actual time on projects can utilize a timesheet to track not only project time, but also non-project time and non-working time.

Related :Ā  Free Project for the web e-learning

Program and portfolio management.

Large initiatives are often comprised of multiple projects organized into programs or portfolios.Ā  This provides more of a focused view into a portion of the organization and helps to streamline reporting.

Connecting strategy to execution is the ā€˜holy grailā€™ these days.Ā  Mature organizations define their ā€˜Strategic Themesā€™ and then track ā€˜Strategic Goalsā€™ and ā€˜Benefitsā€™ on projects, programs and portfolios that deliver these.

The Power Platform supports advanced PPM scenarios and reporting for multiple task management tools.Ā  Itā€™s not uncommon for teams to use different ā€˜executionā€™ tools within the same organization, including Project for the web, Project Online, Planner, Azure DevOps and Jira.Ā  Regardless of where the work is being managed, teams get a consistent experience on core project management activities like the ones reviewed earlier, as well as a standardized intake process, resource management across all projects, program and portfolio management, and strategy.Ā  The Power Platform essentially unifies the different execution tools and truly delivers that ā€˜Platform for PPMā€™.Ā  In addition, when starting from a template solution like Sensei IQ , clients get their own solution layer for any customizations or organization-specific requirements.Ā  That way, you get the best of both worlds, a turn-key solution (ā€˜Buyā€™) and a tailored experience (ā€˜Buildā€™).

Platform for PPM

Because Sensei is an official government-approved vendor on the GSA schedule, you can easily procure Senseiā€™s tools and services to get started today.

Project for the web, Project Online, and SharePoint

Image of MS Project vs Project for the web

What criteria should businesses look at to decide on the Project solution they need? Thereā€™s plenty of documentation on the features of each of the various Microsoft Project solutions, but where do you start, what do you need, and whatā€™s the right answer? These are the questions weā€™re going to explore in this article. Microsoft seems to be pushing strongly towards Project for the web (P4W), but that doesnā€™t mean thatā€™s the only option. A hybrid approach is likely to be the standard operating procedure going forward.

Project Online vs Project for the Web

Do you have an existing Project system in place? Microsoft has clearly stated that there is no sunset date set for Project Online. They also have said there will eventually be a migration tool from Project Online to Project for the web. That means thereā€™s no rush to run toward Project for the web at this time. In fact, all of your Project Online projects show up and are accessible from the Project for the web Home page. This means you can continue with a hybrid environment and gradually move to Project for the web and/or continue using both. Features are continually being added to Project for the web to eventually bring it up to the Project Online capacity, but new features are not being developed for Project Online. One more important note is that Project for the web is not compatible with GCC tenants, so, for those needs, your option remains Project Online ( Reference article here ).

Technical Differences

The technical difference between the two is that Project Online is a SharePoint-based platform and P4W is a dataverse-based platform. It changes how you extract data, but it doesnā€™t change the ability to extract data.

Another consideration is the functionality you need. One example is resource management or portfolio management. At this time, itā€™s just not available in Project for the web, so, if you need that functionality, Project Online is the easy answer. On the other hand, P4W has features like the Board view, which makes it easy to move tasks around and put them in different buckets.

Differences in security

Security is always critical to understand, and there are differences. P4W allows you to use groups through the Teams app, which is fine if everyone on the team gets the same access. Project Online is based on SharePoint, so the level of permission is much more granular. External users that have a Microsoft account can be invited to share at various permission levels with Project Online.

Difference in Cost

Regarding cost, P4W requires only a Project Plan 1 license ($10/month) compared to the Project Plan 3 license ($30/month). If your project managers like the desktop app, they will still need a Project Plan 3 license, but you can mix and match, so that project staff can use the Project Plan 1 licenses and project managers the Project Plan 3 ones. Note that for resource planning, Project Plan 5 is required, and Project Plan 1 does include Project Online Essentials.

Accessibility

Visibility of all of your projects (either Online or in P4W) are available in one screen on the P4W home page. That means you donā€™t really need to choose; you can continue using both depending on the project you are working on. Perhaps you use Project Online for client projects and P4W for internal projects. Itā€™s all about coming up with a plan that fits your needs!

Sharepoint Integration

Data doesnā€™t always fit into the framework of a project management system, and thatā€™s where integration with other platforms comes in handy. Power Automate allows us the flexibility to integrate either platform with SharePoint. In my upcoming webinar, I am going to show you how to do this, but the use case for this example is that there are a variety of contractors that work together on projects. They need visibility into the tasks and progress of each, including dependencies and timelines. Their individual contracts for time and billing are not visible to the other members of the team. As I said, in my webinar, I will show you an integrated solution that:

  • Automatically adds the title of the project to a list in SharePoint
  • Allows project managers (PMs) to give contractors assignments
  • Allows contractors to submit time invoices against those assignments
  • Automatically assigns permissions to each assignment and time logs to both contractor and PM

Technically itā€™s not that complicated, and the real key is to have a clear understanding of what needs to be tracked and where itā€™s coming from.

Want to explore more about how to integrate Project and SharePoint? Iā€™ll be outlining why integration is important, demonstrating how with Power Automate, and reviewing permissions and securityā€”all in my upcoming session,  Automating Information between Microsoft Project and SharePoint . My experience with GCC was about a month ago and it was with GCC High, I would believe there are differences still between GCC High and GCC, especially since GCC High still does not allow graph api calls. But you are correct, I did not specify. Thanks for helping keep that clear.

Title: combining language and graph models for semi-structured information extraction on the web.

Abstract: Relation extraction is an efficient way of mining the extraordinary wealth of human knowledge on the Web. Existing methods rely on domain-specific training data or produce noisy outputs. We focus here on extracting targeted relations from semi-structured web pages given only a short description of the relation. We present GraphScholarBERT, an open-domain information extraction method based on a joint graph and language model structure. GraphScholarBERT can generalize to previously unseen domains without additional data or training and produces only clean extraction results matched to the search keyword. Experiments show that GraphScholarBERT can improve extraction F1 scores by as much as 34.8\% compared to previous work in a zero-shot domain and zero-shot website setting.

New York Times spotlights East Coast premiere of 'Blind Injustice'

The New York Times recently featured the East Coast premiere of "Blind Injustice," an opera based on true exonerations achieved by the Ohio Innocence Project. The production opened on Feb. 16 , 2024, at Peak Performances at Montclair State University. Premiered in 2019 at Cincinnati Opera , the opera was first workshopped through Opera Fusion: New Works (OF:NW) , a collaboration between Cincinnati Opera and UC College-Conservatory of Music.

The creators of ā€œBlind Injustice,ā€ from left: Scott Davenport Richards, Robin Guarino and David Cote. Photo/Jeenah Moon for The New York Times.

The opera follows the true stories of six people who were wrongfully imprisoned for crimes they did not commit, and later exonerated through the advocacy of the Ohio Innocence Project at Cincinnati Law (OIP). The libretto is loosely based on the book Blind Injustice by Mark A. Godsey, University of Cincinnati Professor of Law and co-founder of OIP as well as interviews with the six exonerees: Rickey Jackson, Nancy Smith, Clarence Elkins and the East Cleveland Three ā€” Derrick Wheatt, Laurese Glover and Eugene Johnson.

Created by David Cote in collaboration with CCM Professor of Opera Robin Guarino, much of the opera is in the former prisonersā€™ own words as they each recall the harrowing details of their experiences.Ā  Guarino, who is directing the production at Peak Performances, spoke to the New York Times about the creative teamā€™s mission. ā€œWe had these people who had so much taken away from them,ā€ she says. ā€œWe were just trying to give back by telling their stories.ā€

The operaā€™s score, by composer Scott Davenport Richards, uses jazz, funk and hip-hop elements to convey the urgency of the subjectsā€™ stories. ā€œWe have people sitting in prison in horrible conditions who have done nothing and donā€™t deserve it,ā€ he says. ā€œWe should be jumping up and down and yelling as loud as we can. And we have some singers who are jumping up and singing as loud as they can.ā€

Cincinnati Opera commissioned the opera to highlight the advocacy of the Ohio Innocence Project, which has helped exonerate and free 42 people since 2003.

Prior to its premiere,Ā  Blind Injustice received its initial workshop through Opera Fusion: New Works (OF:NW), a partnership between Cincinnati Opera and CCM that supports the development of new operas. Opera Fusion: New Works is made possible through funding from The Andrew W. Mellon Foundation.Ā  The only such collaboration between a major opera company and a major music conservatory, OF:NW gives CCM Opera and Voice students the chance to hone their skills while contributing to the future of the genre.

Since its inception in 2011, OF:NW has hosted 23 workshops Ā ā€” with the 24thĀ project slated for this spring. The program offers composers and librettists a 10-day residency during which they can hear their creations come to life and make adjustments in real time with singers from Cincinnati Opera and CCM.

In addition to Blind Injustice , many workshop pieces have gone on to critically acclaimed premieres and have received revivals. Recent examples include The Hours , which premiered in 2022 at the Metropolitan Opera, Fellow Travelers , which premiered at Cincinnati Opera in 2016 and has since been performed by numerous companies, including a 2023 production at CCM , and The Righteous , which will premiere at the Santa Fe Opera this summer .

In addition to the CCM connection through OF:NW, the new production of Blind Injustice also features current and former CCM Voice and Opera students. Current students Logan Wagner and Eric Shane Heatley, along with alumni Miles Wilson-Toliver, Adrienne Danrich (MM Voice, 1995), Joseph Lattanzi (MM Voice and AD Opera-Vocal Performance, '15 ), Reilly Nelson (MM Voice, '14; DMA Voice, '18) and Victoria Okafor (MM Voice, '19; AD Opera-Vocal Performance, '21) all are featured in the east coast premiere.

The New York Times preview of the show was published Feb. 15 and is featured on the front of their Weekend Arts section in the Feb. 16 print edition.Ā
